失去原则, 我们就输了

四年半前,既是 2018 年 5 月 13 日,我带领一小群维权人士在柔佛州抗议新成立的希盟政府,那是希盟在第 14 届大选中取得组建柔佛政府权利后的第 4 天。 我们就两件事而抗议柔佛希盟政府。第一,新上任的州务大臣,已故的奥斯曼沙比安告诉媒体,他没有给反对党(巫统)任何选区拨款,因为他没有必要要给反对党“子弹”来射杀他。第二个问题是他(希盟)接受了几名离开巫统加入土团党的政治青蛙。 我们的抗议得到迅速回应,当时的土团党主席慕尤丁立刻指示奥斯曼沙比安将拨款分配给柔佛州的反对党,尽管拨款远非平等。然而,他们还是继续在各州和联邦议会中接受来自巫统的跳槽者。 对我们维权人士来说,接受跳槽者是鼓励背叛选民的行为,而不给反对党代议员平等的拨款是不尊重选民选择代议士的权利。这种做法在民主制度中是没有立足之地的。 对此,许多希盟的中坚支持者,甚至朋友们会批评、抨击、嘲笑,甚至骂我们是理想主义、幼稚,甚至其他更糟糕的称呼。对他们来说,为了达到目的是需要不择手段的。他们认为,希盟需要获得令人信服的三分之二多数议席才能修改宪法以进行改革,因而欢迎“政治青蛙”。此外,国阵多年来对国家和反对党所做的一切,也理应受到“惩罚”。 看看之后发生了什么事?希盟政府最终也因为这两个问题,即政党跳槽及跳槽的理由,和拨款不均,在 22 个月后被推翻了。我并不是说这些是唯一的原因,但无原则的行为就是无原则后果的理由了。 第 15 届大选的成绩,让希盟领导了“团结政府”。务实主义者和现实主义者都认为原则并不重要,重要的是继续掌权,即使需要在所谓的原则和承诺上妥协也在所不惜。 新任首相安华在考虑他的内阁阵容时的确面临组建团队的压力,因为这个团队不仅要由希盟成员组成,还要包括那些让他维持多数议席政府的政党议员。 副首相职位的候选人之一是巫统主席阿末扎希,他目前官司缠身,涉及 47 项与贪污相关的指控。其他正在面对司法审讯的还有林冠英(民主行动党)、赛沙迪(统民党)和邦莫达(巫统)。 我的立场是,任何正在面对刑事案件的人都不应被任命为内阁成员。这些案件需要在不受行政部门的干预,不会被由政治任命的总检察长撤回指控的情况下,完成审讯。 我们应该充分的意识到总检察长也是检察官,有权撤回正在审理中的案件。我们只需要记住 2018 年林冠英案、2020 年的慕沙阿曼案、2020 年的里扎阿兹案和 2021 年的间谍头目哈莎娜阿都哈密案,仅举几例。 我们会对总检察长在没有经过正当法律程序的情况下撤销对阿末扎希、林冠英、赛沙迪和邦莫达的案件感到满意吗?即使行政官员们否认干涉,我们会相信吗?或者我们可以接受这种干涉吗? 一贯的务实主义者和现实主义者会再次敦促我们要以“大局”着想,要“谋略”。对他们来说,这个由希盟领导的团结政府是由阿末扎希个人的仁慈促成的,而安华作为首相的能力也取决于他。让他当副首相,甚至免除他的贪污指控是一个很小的代价,应以“大局”为重。 让我告诉你我的“大局”。这与等待很久而最终成为马来西亚第 10 任首相的安华或我们最终拥有希盟政府无关。我的大局是让马来西亚对腐败,这个可称为社会毒瘤或困扰我们国家数十年的祸害采取零容忍态度。大多数马来西亚人,包括那些投票给国盟的人,皆投票支持一个廉洁的政府,因为我们厌倦了社会各个层面的贪污腐败。 委任阿末扎希或任何被控贪污罪的人进入内阁,等于安华向世界发出了一个明确的信息,既是我们可以容忍那些为“更大的利益”的贪污腐败。我们的选票显然只是为了更换首相或政府,而不是系统性改革了。那么,我们就是一个失败的国家了。 是的,一个人在被证明有罪之前是无辜的。那就让法庭来证明他们的清白后再改组内阁,让他们入阁吧。我们选出的国会议员中不乏人才,同时没有他们,人民也不会受苦。 公民社会和维权人士在一个国家的作用就是成为正义的良心。我们将继续为普遍上被认为的公正、包容、适当和合理的问题发声,以提醒当权者对我们的责任。对公民社会的担忧而沉默或嘲笑,就是正义的绊脚石,让我们失足。 作为一个负责任的民间组织,我领导的组织–净选盟,不仅始终如一地表达了我们对许多民主治理和程序问题的关注和看法,也明白“现实政治”,并提供不需要妥协原则的替代方案。换句话说,我们不是一味的抨击,而是提供面对现实的解决方案。 为了让安华的政府稳定,我们提议与其联盟伙伴和反对党签署信任和供应协议(CSA),并改革议会,让后座议员和反对党发挥有效的制衡作用。自 11 月 19 日投票日以来,我们已发表多项声明,为政府的组建提供解决方案和指导。这些建议都来自我们过去两年多的研究成果,也可以在我们的新书《让民主发挥作用》中找到。 第 15 届大选提供了我们重建马来西亚这千载难逢的机会,我们不应该在关键原则上妥协,放弃了这么多年来的奋斗。原则让我们和过去治理国家的方式不一样。虽然我们的国家已经分裂,但大多数人都同意腐败是一种祸害。让我们发出一个明确的信号,表明马来西亚已经恢复正常,我们不会容忍贪污或那些腐败的行为。 范平东,净选盟主席
